Professional experience & background

CAREER HIGHLIGHTS

  • Professional experience:  I have held increasingly challenging and responsible positions as a librarian at two different universities; as a member of the faculty in library and information science at three universities; and in prominent positions in state and national government agencies and a professional association.

  • Scholarship:  My book, A History of Online Information Services, 1963-1976, co-authored with Charles P. Bourne and published by MIT Press, won the ASIST Best Information Science Book Award for 2003. I have authored or edited four other books, produced nineteen refereed papers and numerous other papers, and made many presentations at conferences and workshops.

  • Teaching:  I have taught graduate courses in user instruction, information storage and retrieval, indexing and abstracting, online information retrieval, information use, organization of information, libraries and information services in the social process, and technical services. In 2002, I was named a Fellow of the University of Maryland Academy for Excellence in Teaching and Learning.

  • Leadership and service:  I was the 2003 president of an international research society (ASIST) and I have served as chair of two national conferences, and as chair and member of numerous committees, awards juries, and accreditation teams.  In 2006 I was named Outstanding Alumna of the School of Library and Information Science at the University of Kentucky and I was the winner of the ASIST Watson Davis Award.

ROFESSIONAL EXPERIENCE

Visiting Professor, College of Information Studies, University of Maryland, College Park, MD, 2006-    .  I teach courses in information use, technical services, user instruction, and academic libraries. I also serve on the Admissions and Academic Standards Committee and the Curriculum Committee, and contribute to other service and research activities.

Executive Director, National Commission on Libraries and Information Science (NCLIS), Washington, DC, 2004-2006.  I provided leadership, direction, and planning for national programs to assure optimum provision of library and information services.  Specifically, I managed projects related to health information awards, the relationship between school libraries and educational outcomes, libraries and aging, and libraries and disaster response.  Prepared official NCLIS reports, including two major studies: Mass Digitization: Implications for Information Policy (2006) and Role of HIV/AIDS Information Dissemination in Sub-Saharan Africa (2005).  Kept the Commission informed on current issues and developments in libraries and information science.  Maintained liaison with other Federal agencies, state library agencies, professional associations, the press, educational institutions, and other public and private organizations.  Represented the Commission at national and international conferences and meetings.

Head, User Education Services, University of Maryland Libraries, College Park, MD, 1996-2004. Faculty rank: Librarian IV (Full Professor equivalent) with Permanent Status (tenure equivalent).  I provided leadership, coordination, and accountability for the Libraries’ instruction program, which each year offered over 1000 classes, reaching more than 20,000 students.  Worked with teaching faculty and library staff to develop, implement, and evaluate library educational offerings. Conducted user needs assessments; participated in national assessment projects related to information literacy.  Provided staff development for instruction librarians.  Supervised professional staff of 3 librarians, 1 graduate assistant, and 3 special lecturers; leader of 13-member Information Literacy Team.

Training Specialist, Division of Library Development and Services, Maryland State Department of Education, Baltimore, MD, 1995-1996.  I planned and developed training in library networking throughout Maryland. Promoted library staff development in electronic resources utilization in coordination with advisory groups and library organizations. Wrote trainers' guides, reference manuals, and grant proposals. Administered the Professional Public Librarian Certification Program and the LSCA Staff Development Grants program. Working with Charles McClure and John Carlo Bertot, coordinated a formal assessment of Sailor (public online system of Maryland).

Continuing Education Coordinator, College of Library and Information Services, University of Maryland, College Park, MD, 1994-1995.  I assessed training needs and developed and taught programs for practicing information professionals in the region.

Director, Professional Development, Special Libraries Association, Washington, DC, 1993-1994.  I identified and served the continuing education needs of 14,000 members. Worked with instructors to develop and evaluate courses and materials. Monitored trends and events in graduate library education.

 Associate Professor, School of Library and Information Science, Catholic University of America, 1986-1993.  [I was Assistant Professor from 1986-1992; promoted to Associate Professor in 1992]. I taught courses in indexing, abstracting, and thesaurus construction; basic and advanced online information retrieval; user studies; and organization of print and electronic documents. Advised students in programs of study and career planning. Directed independent study and research projects. Participated in curriculum planning, computer equipment and software selection, and oversight of laboratory facilities.

Acting Assistant Dean, School of Library and Information Science, Catholic University, 1987.  I recruited prospective students, made admissions and scholarship decisions, arranged internships, and performed other administrative tasks.

Assistant Professor, College of Library and Information Science University of Kentucky, Lexington, KY, 1981-1986.  I taught courses in online retrieval, information storage & retrieval, and reference services. Advised students in programs of study and career planning. Directed independent study and research projects.

Assistant Dean, College of Library and Information Science, University of Kentucky, 1984-1986.  I recruited and advised prospective students, made admissions and scholarship decisions, arranged internships, and performed other administrative tasks.

Data Services Librarian, University of Kentucky Libraries, Lexington, KY, 1975-1979.  Conducted online literature searches for faculty and students in all university departments.  I prepared promotional and educational materials, maintained records and budgets for online service, and trained reference librarians in online searching. Provided general reference desk service.

CONSULTING

Division of Library Development and Services, Maryland State Dept. of Education, Baltimore, MD, 2006-2007.  I am currently under contract to write the Maryland five-year LSTA plan for federal funding from IMLS (Institute for Museums and Library Services).
 
ComputerCraft Corporation, Bethesda, MD, 1993-96. Advised on proposal for weight control topic of the Combined Health Information Database (CHID). I contributed research and writing for other contract proposals.

U. S. National Institutes of Health, NationalCenter for Biotechnology Information, Bethesda, MD, 1992-93.  I researched and drafted report on information sources in biotechnology in North and South America, published by Learned Information in 1994 under the auspices of the International Council for Scientific and Technical Information.

World Bank, Information Technology and Facilities Division, Washington, DC, 1991-92.  I evaluated a prototype text and image retrieval system. Assessed its impact on World Bank professional staff and division chiefs.

Appalachian Computer Services, Inc., Lexington, KY, 1982-83.  I supported a contract to Union Carbide for digitizing Nuclear Science Abstracts. Developed plan of work, hired and supervised staff, and monitored progress of the project.

Kentucky Natural Resources and Environmental Protection Cabinet, Frankfort, KY, 1980.  I developed plan for an information center, hired staff, and monitored implementation.
